The Medina County Solid Waste Management District (District) is establishing a 30-day written comment period from August 31, 2026, until September 30, 2026, on the draft Solid Waste Management Plan Update (2027 Plan Update). The District has prepared the draft 2027 Plan Update as required by Section 3734.54 of the Ohio Revised Code. The draft 2027 Plan Update includes a budget and fees to finance the Plan, a solid waste facility inventory, projections and strategies, facilities and programs to be used, an analysis of the progress made toward achieving state solid waste reduction goals, and District rules.

This 2027 Plan Update updates the previously approved solid waste plan. The 2027 Plan Update includes a demonstration of access to landfill capacity and determines whether there are enough years of landfill capacity available to the District through the planning period. Based on the landfills used to manage waste generated in the District during the 2023 reference year for the planning period, landfills had an average life expectancy of 38 years and the landfills predominantly used by Medina County all demonstrate sufficient access for the planning period.

This 2027 Plan Update authorizes facility designations. The Medina County Board of County Commissioners is the governing body with authority to designate the Medina County Transfer Station and Specialty Recycling Center as the designated facility where solid waste generated within the District must be taken for transfer and from there final disposal.

The 2027 Plan update includes District rules contained in Appendix Q. The District currently has 16 rules and is not proposing any new rules or amendments to existing rules in this Plan Update.

The 2027 Plan Update complies with State Plan Goal #2, achieving 25% diversion of all residential/commercial waste generated. The District expects to continue to reach this goal throughout the planning period.

The District’s primary sources are generation fees and transfer facility tipping fees. A generation fee of $5.00 per ton, established in 2021 and unchanged since its adoption, is assessed on all solid waste generated within Medina County. To address rising operational costs and ensure the continued delivery of long-since-established services and programs, the District is proposing a phased increase to the generation fee as part of this Plan Update. Beginning in 2027, the generation fee will increase by $0.50 per ton and will continue to increase by the same amount every other year until it reaches $7.00 per ton.

The Medina County Transfer Station and Specialty Recycling Center proposed tipping fee schedule is included in Appendix O and is expected to incrementally increase. The Board of County Commissioners may adjust as necessary to maintain adequate funding for District operations. The transfer facility tipping fee schedule will be published annually.

The District will accept written comments as required by Ohio Revised Code Section 3734.55 on the draft Plan Update from August 31, 2026, until September 30, 2026. The District will hold a public hearing to obtain oral comments regarding the draft Plan Update on Wednesday, October 7, 2026, at 5:00pm in the Commissioners' Hearing Room (Administration Building, 144 N. Broadway St., Room 201).

The Medina County Solid Waste District has announced an important change regarding the disposal of construction and demolition (C&DD) debris.

Effective July 3, the Solid Waste District will no longer accept loads containing construction and demolition debris at its transfer facility. The change was implemented because this type of material has caused operational issues with the facility’s compactor.

Residents, contractors and businesses should instead take construction and demolition debris to a licensed Construction and Demolition Debris (C&DD) facility or landfill. The Solid Waste District has compiled a list of licensed C&DD facilities and landfills in the surrounding area, including addresses and phone numbers, to help residents identify alternative disposal locations. A complete list of licensed facilities is also available through the Ohio Environmental Protection Agency.

To help ensure compliance with the new policy, the Solid Waste District also reminds customers that staff reserve the right to inspect any load entering the transfer facility.
